The shipping calculation form is placed in the customer area, outside the checkout page.
The form is displayed for unregistered customers and lets them select the country and type in the postal code, so that it can be used in calculating shipping cost.
Once the shipping cost is calculated it’s displayed within the form and below the cart total in the minicart menu box. The shipping country and postal code specified in the custom form then appear as pre-selected options on the registration page.
